www.webdesignforums.net is a great site! It offers general discussion on just about everything you could possibly want to know about designing a website. The main focus of webdesignforums is the actual coding of websites dealing with (X)HTML, XML, and CSS, but they do have sections on Photoshop, Flash and other graphic programs.
We really like that there are whole sections dealing with peer evaluations of member submitted websites, and they also have a site of the month competition.
Overall definately a good site to check in on time to time because most likely there is someone out there with the same problem you have. One thing to point out is if you do have a specific question, don't expect it to be answered right away for replies are kind of low in some sections.

Slightly over-bearing at first glance due to the fact that there is a lot going on in their index page, but if you follow the navigation located on the left side of the page you'll be fine. Webforumz.com offers some great opportunities for learning! They have section for everything including the process of planning a website, designing, programming, promoting, and databases. They also offer a small section on graphic design.
A few things that really caught our attention was the large section of search engine optimization tips and tricks and also there is place for job opportunites. This is basically just people listing jobs that need to be done. Most of it's done through private messaging (PM) so you'll need to register with the site to take advantage of this perk.
Overall a great site and we highly recommend that you check this site out and register, though you don't have to, it's better to so you can take advantage of the benefits like being able to ask questions and reply to others. Just a great site overall.

www.webdevforums.com is a pretty large site that deals with all the usual subjects including languages, search engine optimizations, and a small section dealing with graphic design.
Overall a another great site with a good response rate to questions. Though you don't have to it's recommended that you become a member of webdevforums.com in order to take full advantage of the site.

GFXVoid.com

GFXVoid.com is a great site for graphics help. It's a pretty large site with more than willing to help members. The thing that is really cool about gfxvoid.com is that they offer discussions on just about everything dealing with graphic design, but they also offer tutorials on a lot of really good techniques and important practices. Another thing that we really like about this site is, under the showcase arena if you go to resources they offer a wide range of free shapes, brushes, and fonts that are essential for any serious graphic designer.
Overall gfxvoid.com is a great site and we highly recommend registering so you can atleast take advantage of the free perks. We say definately go check it out. My personal account is under Kraymer, so if you see me around say hi.

Talk-Mania.com

Talk-mania.com is another large site with great info. The response rate is kinda low in some of the lesser visited sections, but as a whole it's not bad.
talk-mania offers some unique sections such as search engine optimization, how to generate revenue through site, and also a sections that is a paid subscription. We're not exactly sure how much it is, but basically subscribing to it allows you to download pre-made logs, templates, and coded templates. Other than these sections, talk-mania deals pretty much with the same material as the other forums.
Overall it's definately worth your time to check out talk-mania.com. There are some really good articles on search engines and good ways to generate revenue from your site.
